Aside from providing bingo, the Club 3000 as it is called, will also have an array of restaurants and bars for people to enjoy, making it as "glitzy as Vegas casinos".
Mr Fraser added: "It is going to be the most luxurious, futuristic and biggest in Scotland.
"I am looking forward to it, people love bingo, there will be nothing like it - it is the equivalent to a five-star hotel."
The project is expected to be completed in the autumn, so until then the residents of Coatbridge will have to make do with online bingo instead.
