Grandmother Doreen Love told the Lincolnshire Echo that she still plays the national game on a weekly basis.
"I've been playing since my mother gave me my first card at 18 so that's 40 years of it," she said.
"It is all about luck and I just don't think Lincoln is a particularly unlucky place."
However, the city's fortunes may have changed since Ms Love's jackpot win in 2005.
A study conducted by National Savings and Investments found that while Lincoln ranked 15th in terms of premium bond wins in that year, it has fallen down the league tables in subsequent years.
In 2006, the city placed at 117th in the list of locations with premium bond winners of more than £1,000 - and the most recent figures show it is now 119th in the tables.
The news is unlikely to concern one 69-year-old Lincoln man, who disproved the theory with a £52,000 win in February.
